Customize Your Windows Explorer New Menu Item.
First Download TweakUI from Microsoft PowerToys. Install and Run TweakUI from Start > Programs > Powertoys. In TweakUI, Click on the Templates option from the left hand side tree menu. TweakUI will show the List of New File items that are available, here you can Create a New File Item, Uncheck a item not to show in the Right-Click New Menu or Delete a Selected New Item from the list entirely.
